A day after Lok Sabha passed an amendment to a law aimed at preventing paper leaks, discussion on the Bill in Rajya Sabha became too hot on Thursday, July 30, as the ruling BJP-led NDA and the Opposition Congress-led UPA engaged in hot finger-pointing games.
Congress president Mallikarjun Kharge, who is the Leader of Opposition in Rajya Sabha, stridently accused Union Home Minister Amit Shah of ordering the police lathicharge and use of pellet guns on the youth participating in the Cockroach Janata Party (CJP)-led march to parliament on July 20. With the Opposition’s demand for an answer by Shah falling on deaf ears, Kharge accused Shah of hiding in a closed room and threatened to pull him out to present him before the public.

“Police used violence on the protesters and even used pellet guns. Many protesters were injured, and they are in hospitals now. The home minister (Amit Shah) is responsible for it. You must be listening to my speech in a closed room somewhere, but you cannot hide in the closed room for many days. One day we will drag you out and make you sit before the people,” said Kharge.
BJP condemned Kharge’s remarks on Shah, calling them a “threat of violence”. The ruling NDA MPs of the Upper House pointed at alleged negligence to students’ examination issues during UPA rule between 2004 and 2010.

Union Minister Jitendra Singh moved the Public Examinations (Prevention of Unfair Means) Amendment Bill in Rajya Sabha and strongly criticised the previous UPA government for not setting up a national exam body despite a need for it. Singh also accused Congress of policy inaction by the UPA government in the decade starting 2004. But Congress MPs maintained that the exam paper leak crisis was a result of the Modi government’s actions and inaction.
“Why did not Congress form a national testing body when UPA was in power? The prime minister today had to complete UPA’s unfinished task,” Singh said. “UPA, in its second term, completely ignored a key panel’s inputs to stop exam leaks,’ he added. The Opposition’s outrage in and outside parliament on the paper leak issue is proof that it is very well aware of the many exam paper leaks during UPA rule, said Singh.

This prompted Kharge to mention the police action on protests by CJP in Delhi’s Jantar Mantar. He asked Union Home Minister Amit Shah to clarify on what he termed as “police brutality”.
Kharge said if Amit Shah does not give an answer in parliament on the “police brutality,” he must resign. BJP MPs raised a strong objections to Kharge’s demand and described his demands as a “threat of violence”. ![]()
